
Sung Shin is a Senior Evaluation Specialist with the Independent Evaluation Department of the Asian Development Bank (ADB) and has led various high-profile project and program evaluations, such as the Annual Evaluation Review, Thematic Evaluation on ADB’s Support for Livable Cities, Corporate Evaluation of ADB’s Technical Assistance Operations, and Sector-Wide Evaluation of ADB’s Support for Transport.
Before joining ADB, he served as a Senior Transportation Planner with the Department of Transportation in Fairfax County, Virginia, USA. In this role, he planned, implemented, and evaluated multi-modal transportation and infrastructure projects in the Washington D.C. metropolitan region, which included efforts to transform Tysons area into a vibrant urban center, integrating residential, commercial, and recreational spaces.
He is a registered Professional Engineer and brings over twenty-five years of experience across both public and private sectors. He holds Master’s degrees in Civil Engineering from Texas A&M University, USA, and in Public Administration from George Mason University, Schar School of Policy and Government, USA.
