Bilal (Bill) H. Rahill is a founding partner of Sustainability Frameworks LLP with 35 years of experience across the public, private, and financial sectors. Since founding Sustainability Frameworks in 2017, Bill has built a growing evaluation practice, undertaking independent evaluations and portfolio-based performance reviews of environmental and social policy implementation for institutions including the World Bank's Independent Evaluation Group, the Asian Development Bank, and other clients. His evaluation work draws on deep operational grounding: as Senior Manager for ESG at IFC, he co-led the review of IFC's Sustainability Framework and Performance Standards, and as Director of the World Bank's Environment and Natural Resources Global Practice, he oversaw operations across a multi-billion-dollar global portfolio. Earlier, as Lead Environmental Specialist in New Delhi, he directed strategic and policy studies across South Asia. Bill holds graduate degrees in Public Policy, Finance, and Business Administration and an undergraduate degree in Engineering.
