Sung Shin has been with the Asian Development Bank’s (ADB) Independent Evaluation Department since 2018 and has led various project and program evaluations and validations, which include high-profile evaluations such as Annual Evaluation Review, Thematic Evaluation on ADB’s Support for Livable Cities, Corporate Evaluation of ADB's Technical Assistance Operations, and Sector-Wide Evaluation on ADB Support for Transport.  

Before joining ADB, he served as a Senior Transportation Planner at the Department of Transportation in Fairfax County, Virginia, USA, where he managed planning, implementation, and evaluation of multi-modal transportation and infrastructure projects in the Washington D.C. metropolitan region. 

He is a registered Professional Engineer with over twenty-five years of combined experience in the public and private sectors. Mr. Shin holds Master’s degrees in Civil Engineering from Texas A&M University, USA, and in Public Administration from George Mason University, USA. He also earned a certificate in Transportation Project Management from the University of Virginia, USA.
