
Dugan Fraser is the Program Manager at the Global Evaluation Initiative in the World Bank’s Independent Evaluation Group. He was previously Director of the Centre for Learning on Evaluation and Results at the University of the Witwatersrand, where he also served as an Adjunct Professor.
With a background as a consultant supporting evidence-informed decision-making, Dugan has led efforts in strategy design, performance monitoring, and impact assessment. His prior roles include Programme Director at a private philanthropic foundation, and an adviser on large-scale systems like the African Union’s Peer Review Mechanism and South Africa’s Government-Wide M&E System. He brings deep expertise in evaluation, MEL systems, strategic planning, and capacity development, with a strong focus on administration and governance.
