Eoghan Molloy is a Principal Evaluation Specialist in the Independent Evaluation Department of the Asian Development Bank (ADB), where he leads corporate, thematic, and country-level evaluations. His recent work has covered areas including civil society engagement, gender equality, ADB’s new operating model, and policy-based lending.
Before joining ADB, Eoghan served as an Evaluation Specialist at the International Fund for Agricultural Development (IFAD) and at the Food and Agriculture Organization of the United Nations (FAO). He has managed evaluations of development projects and large country programmes in Africa and Asia, as well as thematic and strategic evaluations at the corporate level. Earlier in his career, he worked with the OECD Development Centre in Paris, contributing to the African Economic Outlook annual report, and with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok.
He holds a Master’s degree in Development Practice jointly from Trinity College Dublin and University College Dublin, and a Bachelor’s degree in Civil Law from University College Dublin, Ireland.
