Dr. Esther Kaggwa is a seasoned researcher and evaluator with more than 25 years of experience in monitoring and evaluation, research and evaluation capacity development. She currently serves as Evaluation Lead for UNICEF in Indonesia, the Philippines, and Timor-Leste. 

Previously, she was Regional Evaluation Advisor for UNICEF’s Regional Office for South Asia, where she led efforts to generate, disseminate, and promote the use of high-quality evaluative evidence. She also oversaw regional strategies to strengthen national evaluation capacity and introduced innovative evaluation methodologies and technologies. 

Dr. Kaggwa holds a PhD in Public Health from Johns Hopkins University. Her previous roles include Associate Research Scientist at Columbia University, Research and Evaluation Advisor at Johns Hopkins University, lecturer in the School of Statistics and Applied Economics at Makerere University, and Director/Advisor of Monitoring and Evaluation for numerous international non-governmental organizations. 

She brings extensive expertise in leveraging data and translating evidence into actionable insights
