Gloria Paniagua is a Senior Evaluation Specialist at the Independent Evaluation Department (IED) of the Asian Development Bank (ADB).  Gloria works on corporate, sector and real-time evaluations, and leads the overall quality control of validation reports of private sector operations.  Prior to joining IED, Gloria led the Development Impact Team at ADB’s Private Sector Operations Department.  

Prior to her appointment at ADB, Gloria worked for 14 years at the World Bank Group, mainly with the International Finance Corporation (IFC), where she managed and reported on project performance and development effectiveness of private sector operations for Advisory and Investment Services. She has experience working across different sectors and regions, including East Asia & the Pacific, South Asia, Latin America & the Caribbean, and Sub-Saharan Africa. 

Prior to joining IFC, Gloria was with the World Bank Institute's Investment Climate Capacity Enhancement Unit, where she was responsible for managing a capacity building and knowledge sharing program for SME development in Central America. Before joining the World Bank Group, Gloria worked at the International Food Policy Research Institute (IFPRI), the Brookings Institution and the Bureau of Economic Analysis - US Department of Commerce, all located in Washington, DC. 

Gloria holds a Master’s degree from the London School of Economics.
