Joven Z. Balbosa is the appointed Undersecretary of the International Finance Group of the Philippines Department of Finance.
He has over 30 years of experience in macroeconomics, public-sector management, country strategy formulation, programming, and evaluation. He joined the Asian Development Bank (ADB) in 2005 and held a wide range of progressively responsible roles, mostly in the Southeast Asia Region Department and the Independent Evaluation Department, facilitating the adoption of key public-sector management policies and contributing to improving ADB’s support for fragile and conflict-affected regions. Prior to joining ADB, he was an Economist at the World Bank Group. He has also worked at the House of Representatives, Government of the Philippines; academe; and the private sector.
He holds a master’s degree in development economics from Williams College, United States; a diploma in advanced specialization in development economics from the University of Colorado, United States; and a bachelor’s degree in economics from the University of the Philippines.
