Lucas Sempé is a Senior Evaluation Specialist and Lead of AI Synthesis at the International Initiative for Impact Evaluation (3ie), working on the FCDO-funded Research Commissioning Centre. He is an Honorary Visiting Fellow in the Department of Psychiatry at the University of Oxford.
He has worked on both sides of the evidence-budget interface. In Peru, he managed the Ministry of Education's largest results-based budgetary programme and served as executive director of the Ministry of Housing's rural habitat programme, extending public services to dispersed Indigenous and highland communities. His research and advisory work has been commissioned by the World Bank, IDB, WHO, UNESCO, UNICEF, OECD, the European Union and GIZ.
At 3ie, he leads AI-assisted evidence synthesis, including LLM pipelines, and co-authored 3ie’s Evidence-Informed Policy Making framework. He is also behind HANAQ, a rural education innovation lab in Peru.
He holds a PhD in International Development from the University of East Anglia and an MSc from SOAS.
