Rishikesh Singh is Principal Planning and Policy Specialist in the Strategy, Policy, and Partnerships Department (SPD) of the Asian Development Bank (ADB), where he supports planning and resource allocation for technical assistance programs and the management of country exposure limits from an operational planning perspective. Previously, he served as Senior Operations Specialist in ADB’s South Asia Department, supporting the implementation of sovereign operations across six countries through oversight of project readiness, implementation, pipeline development, country programming, and strategic engagement. Before joining ADB in 2020, he was Director in the Department of Economic Affairs, Ministry of Finance, Government of India, where he managed engagement with multilateral development banks and international financial institutions. He also chaired the Evaluation Committee of the International Fund for Agricultural Development (IFAD) from 2016 to 2018. With over two decades of experience, he specializes in development finance, public polic, financial inclusion, evaluation, and institutional effectiveness. He holds an M.Phil. in Politics and International Relations from Jawaharlal Nehru University, New Delhi.
