ZHAO Min is Director at the Asia-Pacific Finance and Development Institute (AFDI) and Shanghai National Accounting Institute (SNAI). Previously she served as the head of the East Asia Center of the Centers for Learning in Evaluation and Results (CLEAR) of the World Bank at AFDI/SNAI. In 2009, she attended the International Program for Development Evaluation Training (IPDET) organized by the World Bank at Carleton University, Canada. She has long been engaged in budget performance evaluation with extensive theoretical and practical expertise. She was a contributing author to several publications of the Ministry of Finance of China, including Guidelines for Performance Evaluation of IFI-financed Projects, Compendium of Excellent Cases for Performance Evaluation of Completed Projects Financed by International Financial Institutions, etc. Since 2012, she has presided over 21 government‑commissioned research projects on performance evaluation, focusing on project‑level evaluation, department-wide evaluation, policy evaluation, and meta‑evaluation. She has provided extensive consulting and research support for the implementation of comprehensive budget performance management for the Ministry of Finance of China, Fujian Provincial Department of Finance, and Shanghai municipal‑ and district‑level governments.
