Policy-based lending or PBL is a flexible lending modality used by development partners for policy reforms and crises management. The use of PBLs rose significantly during the COVID-19 pandemic and will continue to grow as countries address urgent development challenges such as rising inequality, food security, debt sustainability and threats from climate change.
