Neelakshi Mann

Neelakshi leads 3ie's Asia Programs. She has more than twenty years of experience in working with different Government agencies and international organizations. Her area of interest and specialization is in monitoring and evaluation. She designed the Ministry of Rural Development, Government of India's first independent evaluation network for the country's largest social security scheme.

Prior to joining 3ie, Neelakshi led a project at IPE Global to test the impact of providing skilling to adolescent girls on increasing the agency. She has also worked with USAID on its Feed the Future Initiative and with GIZ on climate change adaptation among other agencies. Her most interesting work was with self-help groups where she worked on achieving gender equitable health outcomes. Her expertise is in the area of gender and livelihoods.

Neelakshi holds a Master’s in Public Policy from Duke University, USA, and a Master’s in Mathematics from Delhi University.
