Bruce Dunn is the Head of ADB’s Office of Safeguards. OSFG is responsible for the implementation of ADB’s environmental and social safeguards, including the new Environmental and Social Framework, and supporting knowledge and capacity building for ADB staff, developing member countries, and private sector clients.  

Bruce has over 25 years of professional experience, including 15 years with ADB. He served as the Director of the Safeguards Division from 2018 and was concurrently Officer-in-Charge of ADB’s Environment Thematic Group from 2019 to 2021. He administered the implementation of ADB's Safeguard Policy Statement, advised management, and led bank-wide knowledge initiatives. His expertise spans environmental impact assessment, environmental policy, biodiversity conservation, and natural resource management across Asia and the Pacific. 

Bruce led the development and rollout of ADB’s new Environmental and Social Framework, which became effective on 5 January 2026.  

Bruce holds bachelor’s degrees in botany with first class honors from the University of Queensland and environmental science from Griffith University, Australia. He also studied business at the Queensland University of Technology.
