Carmen Nonay

Carmen is a seasoned leader in international development with almost three decades in the World Bank Group. She has led policy reforms dialogue, fostered public and private investments, and built capacity with strong analytics.

Currently, she is the IEG Director responsible for the oversight of the development impact for 2/3 of the World Bank’s portfolio (Infrastructure, Sustainable Development, Finance and Private Sector Development) as well as all the portfolio for IFC and MIGA. During FY23, she led technical excellence across the two main departments in IEG delivering a record work program, including over 500 validations of projects and evaluations in strategic areas for the WBG to take decisions at the country level, in gender, private capital mobilization, environmental & social safeguards, transport decarbonization, agrifood crisis or energy efficiency.

Carmen has also led the WB’s Water Practice in MENA, oversaw a US$3.5 billion portfolio, and had extensive experience in successfully mobilizing external funds for more than US$2.5 billion with other MDBs.

Carmen holds an MBA from Thunderbird in the USA.
