Carmen Nonay is the Managing Director of the Asian Infrastructure Investment Bank’s (AIIB) Complaints-resolution, Evaluation and Integrity Unit (CEIU), which reports directly to the Board of Directors as part of the Bank’s Oversight Mechanism. She oversees AIIB’s Project-affected People’s Mechanism, evaluation and learning functions, and integrity operations, including the investigation and handling of complaints related to prohibited practices.
Before joining AIIB, Ms. Nonay held senior leadership roles across the World Bank Group, including the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA). Most recently, she served as Director in the Independent Evaluation Group, leading evaluations of IFC and MIGA operations and World Bank’s infrastructure, digital, finance, and planet work.
With 30 years of experience in sustainable development, she has managed major investment portfolios, mobilized financing, supported policy reforms, and strengthened institutional capacity. She holds an MBA from Thunderbird School of Global Management.
