Dr. José Efraín Deras is Head of the Independent Evaluation Office (ODEI) at CABEI, with 25 years of experience in sustainable development. He has served as acting Chief Economist and Sector Specialist, leading initiatives like the Modernization Plan (2011–2013) and Agenda of Reforms (2023–2025), introducing 40+ institutional reforms.
He designed CABEI’s Development Impact Evaluation System (SEID), assessing 400+ initiatives totaling US$35.9 billion. He coordinated 18 country and 10 institutional evaluations. He has been Secretary of the Strategy Committee for 14 years.
Since 2021, he secured CABEI’s full membership in the Evaluation Cooperation Group (ECG), representing it since 2019. He has participated in forums by OECD, World Bank, ADB, and ECG. As an academic, he has published with Universities such as Oxford, Cambridge, MIT, Portsmouth, FLO,CATIE, and Postgraduate Programmes in Latin American Studies.
