Houqi Hong is Senior Evaluation Specialist at the Independent Evaluation Department of the Asian Development Bank (ADB), where he leads evaluations at the thematic, corporate, program, and project levels.
Before joining ADB, he worked as a senior consultant in independent evaluation and results management at the World Bank Group (WBG) and as an advisor on its Executive Board. Prior to that, he managed projects and programs financed by loans and grants from the World Bank and ADB as an official in the Ministry of Finance of China and taught econometrics and mathematical economics as an assistant professor at Tongji University, Shanghai, China.
Over the course of his career at ADB and WBG, he has led or worked as a core team member for about three dozen evaluations, authored or co-authored over 30 published reports or articles, and provided quality assurance advice for numerous project completion reports. His areas of expertise include evaluation, results measurement, economics, strategic and project management, and consultation and coordination. He has experience in diverse sectors and thematic areas, including infrastructure, urban and rural development, public sector management, education, and regional cooperation and integration.
He holds a Master of Business Administration from Georgetown University in Washington, DC, USA and a PhD in Technical Economics from Tsinghua University in Beijing, China.
