Houqi Hong is Principal Evaluation Specialist in the Independent Evaluation Department of the Asian Development Bank (ADB), where he leads thematic, corporate, and project evaluations and communicates their findings. With experience across international development, public finance, and academia, he has built a career in evaluation and results management spanning more than two decades.
Before joining ADB, he worked as a senior consultant in results measurement and independent evaluation and as an advisor to an Executive Director at the World Bank. Earlier, he was a deputy director at China’s Ministry of Finance and an assistant professor of economics at Tongji University.
Throughout his career, he has led or contributed to more than three dozen evaluations and authored or co-authored over 30 published evaluation reports and articles. His expertise encompasses evaluation, economics, strategic management, project operations, and stakeholder coordination, covering a variety of sectors and themes. He holds an MBA from Georgetown University and a PhD in Economics from Tsinghua University.
